The Department of State, U.S. Embassy Riga requires customized Group Health Insurance services for employees and their dependents.

The Embassy of the Unite States of America in Riga, Latvia is launching a solicitation for providing Health Insurance Services to the locally hired employees and eligible family members of the U.S. Embassy located in Riga, Latvia. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a proposal, which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price with economic price adjustment requirements type contract under which will be issued firm fixed price task orders. The estimated number of current employees is approximately 137 with approximately 202 eligible dependents for health insurance. Please note the numbers are only estimates.
All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. The U.S. Embassy Riga, Latvia, announces its intent to receive proposals for the operation of cafeteria services at the U.S. Embassy chancery located at Samnera Velsa Street 1, Riga, Latvia.

For consideration you must have:
  1. Either demonstrated experience managing or owning a commercial restaurant within the last three years which is or was open to the public, or;
  2. Demonstrated experience managing the food service ( cafeteria) within the last three years for an organization headquartered in Latvia, or;
  3. Experience currently providing catering services to public and/or private organizations in Latvia.

Operation of Cafeteria Services at the American Embassy Riga

Question: Could you please explain what information is required under the paragraph – Enclosure 2, Part 2, Paragraph D) Licensee’s Maintenance, Use and Inventory Programs?
Answer: You shall provide a plan for the maintenance & replacement of the government owned equipment reflecting how often the kitchen equipment (a coffee machine, a dishwasher, an oven etc.) should be checked, replaced or repaired. It is important to provide the maintenance & repair requests in timely manner and to notify the Contracting Office when the equipment is needed to be repaired or replaced.
As well, you should frequently inventory the government owned equipment. Please, provide the planned inventory schedule.
Question: Does all financial documentation that is required in Enclosure 2, Part 1, Paragraph B) Financial Capability shall be translated in English and if it does than shall translation be confirmed by Notary?
Answer: No
Question: Enclosure 2 – Part II Could you please explain how should we describe the menu cycles? Do we need to describe just a week menu and further menu cycles frequency? Would it be enough?
Answer: You should provide your own information on how long is your menu cycle (for example, one week, two weeks or more) and how often you will change it. Preferably, please submit a two week menu if it is not against your company’s policy.
